The calculation is made at midday on that day, which is the most sensible thing without knowing the time or the place. For the phase it makes no difference (the Moon takes 29 and a half days to come round), but for the sign it can matter: it changes every two and a half days, and when a change fell on that day, it is flagged here.
Everybody knows which Sun they were born under — that is the star sign. Almost nobody knows the Moon, and yet it was just as much in the sky that day, in a precise phase and with a precise amount of light.
